Robert W. Wise

Biography:
Robert W. Wise, the senior member of Wise & Reber, grew up on a farm near Ames, Iowa.  After graduating from McPherson College in 1956, Mr. Wise received his law degree with honors from George Washington University in 1961.  He was a member of the Board of Editors of the George Washington University Law Review.  He received an Honorary Doctor of Laws degree from McPherson College in 1988.  He was a member of the Board of Advisors, National Law Center, George Washington University, 1991-98.

Throughout his career, Mr. Wise has practiced in the areas of litigation, business, banking, trusts and estates, arbitration and mediation, and general practice.  He is a member of the American Arbitration Association Panel of Arbitrators and the Chartered Institute of Arbitrators. 

He has served as President of the Kansas Bar Association, Chairman of the Ethics Grievance Committee, Chairman of the Corporation, Banking and Business Law Section, and is a recipient of the Kansas Bar Association Professionalism Award and Outstanding Service Award.  He served as the President of the Kansas Association of Defense Counsel, member of the State Board of Law Examiners, Board of Editors of the Kansas Annual Legal Survey 1991-2008, Defense Research Institute, Kansas Representative, 1980-90, and is a Fellow of the Kansas Bar Foundation and the American Bar Foundation (State Chair, 2008-).  Mr. Wise was a delegate to the 1990 Moscow Conference on Law and Bilateral Economic Relationships and a delegate to the 1994 China Trade Conference in Beijing, China.

He is a member of the McPherson County, Marion County, Wichita, Kansas, and American Bar Associations, and is a founding member of the Wesley E. Brown American Inn of Court.

An active participant in his community, Mr. Wise has been past president of the McPherson Industrial Development Company, the McPherson Chamber of Commerce, and United Way of McPherson County.

Brett A. Reber

Biography:

Brett A. Reber is the firm's managing member. He grew up in Ellsworth, Kansas, and received a Bachelor's degree from the University of Kansas in 1983 and his law degree from the University of Tulsa College of Law in 1986. While at the law school, Brett was a member of Delta Theta Phi and served as managing editor of the Energy Law Journal.

Following law school, Brett served as a law clerk to United States District Court Judge Thomas R. Brett in the Northern District of Oklahoma.

He has been active in bar association activities and has served as the President of the Kansas Bar Association Young Lawyers Section and as a member of the Association's Board of Governors.  Brett is a Fellow of the Kansas Bar Foundation and American Bar Foundation.  He is a member of the American, Kansas, and Oklahoma bar associations, the Kansas Association of Defense Counsel and the Wesley E. Brown American Inn of Court.

Brett is active in state and local community affairs. He is a trustee of the Julia J. Mingenback Foundation and President of the McPherson Industrial Development Company locally, and Chairman and Director of the Kansas Development Finance Authority and a Director of the Kansas Housing Resources Council in Topeka, Kansas.

His primary practice is providing advice to business and corporate clients with emphasis and experience in contracts, business acquisitions, and litigation matters.

Casey R. Law

Admitted to practice: Kansas 1982

Biography:

Casey R. Law, a McPherson native, graduated from McPherson High School, where he was a National Merit Scholarship finalist. He received his A.B., cum laude, in Philosophy and Religion from McPherson College and was a Danforth Fellowship candidate.

Casey received his Juris Doctor degree at the University of Kansas School of Law. He was there inducted into the Order of the Coif, members of which are annually chosen from among the top ten percent of KU's law school graduates. At the University of Kansas, he was also inducted into the Phi Kappa Phi academic honor society. He was for six semesters an instructor in Business Law at McPherson College.

Casey practiced for six years in Great Bend, Kansas. He there obtained extensive experience in personal injury defense and plaintiff work, with emphases on trial preparation, legal research, legal briefing and appeals.

Since 1989, Casey has been with Wise & Reber, L.C. His practice there has included extensive work in personal injury and commercial litigation; document drafting and analysis; commercial transactions, such as business sales; real estate transactions; domestic relations; and legal research and writing.

Casey is admitted to practice before the Kansas Supreme Court, Court of Appeals, and District Courts; the United States Court of Appeals for the 10th Circuit; and the United States District Court for the District of Kansas. He is a member of the Kansas Bar Association, and served on the Board of Editors of the K.B.A. Journal, as an editor of K.B.A.'s annual survey of Kansas laws and as a volunteer complaint investigator for the K.B.A.'s Professional Ethics Grievance Panel. He is also a member of the Board of Directors of the McPherson Museum and Arts Foundation.

Randee Koger

Biography:

Randee Koger grew up in Joplin, Missouri. She attended Oklahoma State University where she earned B.A. degrees in Accounting and Agricultural Economics. She received her certified public accountant designation in 1984.

Randee received her J.D. from the University of Tulsa College of Law in 1986 and practiced in Tulsa for five years before joining the firm in 1991.

She is past president of the Tax Section of the Kansas Bar Association, has authored numerous papers and is a frequent speaker on estate planning and charitable giving.

Randee has served on numerous civic and charitable boards and committees and is past president to the McPherson Chamber of Commerce and United Way of McPherson County. Her primary practice is in the areas of estate and tax planning and charitable giving.

David N. Harger

Biography:

David N. Harger received his Bachelor of Science degree in Accounting and Business Administration in 1991 and his law degree in 1994, both from the University of Kansas.

David served a year as a Note and Comment Editor after spending a year on the staff of the Kansas Law Review. David received the James P. Mize Trial Advocacy Award, which is presented to the top KU trial advocacy student.

He is an active member of the McPherson, Marion and Harvey County, Kansas, and American Bar Associations, the Kansas Association for Justice, and the National Institute for Trial Advocacy, and the Kansas and National Associations of Criminal Defense Lawyers.

David regularly appears in both state and federal courts in Kansas, handling a wide range of civil and criminal disputes.  His trial practice is primarily concentrated in civil, criminal defense, personal injury, insurance, commercial and financial litigation.

Jeffrey A. Houston

Biography:

Jeffrey A. Houston, a McPherson native, received Bachelor of Science and Bachelor of Arts degrees from the University of Kansas in 1991 and his law degree, with honors, in 1995.

While at the KU School of Law, Jeff served on the Kansas Law Review and was awarded membership into the Order of the Coif, an honor reserved to the top graduates of the law school class.

Jeff is a current and active member in the McPherson County Bar Association, for which he served as former President, the Kansas Bar Association, for which he serves as President of the Tax Law Section, and the Kansas Association of Hospital Attorneys, for which he served as Director, and now serves as an officer. 

Jeff has served as City Attorney for McPherson, Kansas since 2007. Jeff is involved in numerous local organizations, including McPherson County United Way, and Countryside Covenant Church.

Jeff's primary emphasis is estate planning and administration issues, along with a general business and employment practice.

Mark A. Pemberton

Biography:

Mark A. Pemberton was born in Emporia, Kansas and grew up in Bloomington, Indiana, where he earned a Bachelor’s degree in Biology from Indiana University in 2004.  He then attended Liberty University School of Law in Lynchburg, Virginia, where he graduated magna cum laude in 2007.  During law school, Mark served on the Editorial Board of the Liberty University Law Review 2005-2007.  He also competed with the Liberty University Moot Court Team (2007) and served on the Student Bar Association (2007).

Before joining Wise & Reber, L.C., Mark practiced law in Wichita, Kansas for two years.  He is a member of the Wichita Young Lawyers and Young Professionals of Wichita.  Mark is licensed to practice in Kansas state and federal courts and is a member of the McPherson, Wichita, Kansas, and American Bar Associations.
